Environmental Clearances in Pondicherry

Setting up or expanding an industry in Pondicherry requires obtaining environmental clearances from the Pondicherry Pollution Control Committee (PPCC) and, for larger projects, from the Ministry of Environment, Forest and Climate Change (MoEFCC). Industry Categories Under EIA Notification

The EIA Notification 2006 classifies projects into Category A (appraised by MoEFCC at the Central level) and Category B (appraised by State/UT Environmental Impact Assessment Authority — SEIAA). In Pondicherry, the SEIAA handles Category B projects.

PPCC Consent Process (CTE and CTO)

The Pondicherry Pollution Control Committee (PPCC) grants Consent to Establish and Consent to Operate under the Water (Prevention & Control of Pollution) Act 1974 and the Air (Prevention & Control of Pollution) Act 1981.

Categorize Your Industry

Prepare CTE Application

Compile the application with: project details, site location map, process flow diagram, raw material and product details, water consumption and wastewater generation details, stack emission details, proposed pollution control equipment (ETP, STP, scrubbers, bag filters) and EC certificate (if applicable).

Submit to PPCC & Inspection

Submit the application on the Pondicherry government's single-window portal or directly to the PPCC office. PPCC officials may conduct a site inspection. Respond promptly to any queries or additional information requests from PPCC.

Obtain CTE & Implement PCE

On satisfaction, PPCC grants Consent to Establish specifying the conditions — type of pollution control equipment required, effluent standards to be achieved, stack height requirements and monitoring frequency. Implement all pollution control equipment as specified before commencing operations.

Apply for CTO After Installation

After installing pollution control equipment and commissioning the plant, apply for Consent to Operate. PPCC conducts an inspection to verify that installed equipment meets CTE conditions. On compliance, CTO is granted specifying operational conditions and renewal period (1 year for Red category; 5 years for Green/Orange/White).

Does a small manufacturing unit in Pondicherry need Pollution Control Board NOC?
Yes, in most cases. Any industrial unit that generates air emissions (from boilers, DG sets, furnaces), liquid effluents (process water, cooling water, sewage) or solid/hazardous wastes requires Consent to Establish and Consent to Operate from the Pondicherry Pollution Control Committee (PPCC) under the Water Act 1974 and Air Act 1981. Only White category industries (offices, software companies, hospitals without incinerators, etc.) may be exempt. The CPCB categorization determines whether an industry is Red, Orange, Green or White — units must check their categorization before commencing construction. What is the difference between EC and CTE/CTO?
Environmental Clearance (EC) under the EIA Notification 2006 is a clearance from the Central or State/UT Environmental Impact Assessment Authority (MoEFCC or SEIAA) and is required only for certain types and sizes of projects that are listed in the EIA Notification schedule. EC is a one-time clearance that allows the project to commence site preparation and construction. CTE (Consent to Establish) and CTO (Consent to Operate) are ongoing operational consents from the state Pollution Control Board (in this case, PPCC for Pondicherry) required under the Water Act and Air Act. EC is typically required first (before CTE), and CTE is required before CTO. Many small industries only need CTE/CTO and not EC, as they fall outside the EIA schedule.
Is CRZ clearance needed for a restaurant or hotel in Pondicherry near the beach?
Yes. Pondicherry has a significant coastline and the Coastal Regulation Zone (CRZ) Notification 2019 applies strictly. Hotels, restaurants, resorts and other development activities within the CRZ — which extends up to 500 metres from the High Tide Line (HTL) on the landward side — require CRZ clearance from the Pondicherry Coastal Zone Management Authority (or MoEFCC for certain categories). The CRZ is divided into zones (CRZ-I, II, III, IV) with varying permissibility.
